I found a little loop hole in the rules. From what I can tell an attack only misses when your opponent dodges, correct? If this is the case, if you have a move that causes sleep (spore, sleep powder, hypnosis, ect.) then no matter what happens your opponent will get hit with the move. If they dodge, on your next turn you simply use the sleep move again. If they dodge again, then you use the sleep move again. It's a cycle that will either cause them to fall asleep or waste all their dodges. Or both.
In the game moves like sleep powder, and hypnosis are fair because they have a chance to just miss. And if your move misses the opponent can still attack. But on here you will either fall asleep or use up all your dodges. I know it hasn't been a problem, but I noticed in my upcoming battle with Emi I can just spam sleep powder with no harm to myself. And then I can just attack when Emi's togepi is asleep.
I think a anti-spam rule would help solve a potential spamming issue. Something like you can move the same move more then twice in a row. I say twice in a row because of TORMENT exists. Furthermore random moves along with moves that gain with repetition, like assist, rollout, furry cutter, metronome ect., would be an exception to this rule. Because they do something different almost everytime, or they move is only good when you use it multiple times in a row.

What about moves that gain power with repetition like Fury Cutter or Rage? Would those be excluded as well?

It would be a kick in the balls if they weren't. I mean you are FORCED to use roll out five times in a row unless you miss. So I'll edit it in.

I'd say, with moves like Sleep Powder and Yawn, and other such attacks, just have them hit, and only occasionally do they affect. Like, the powder hits, and drowses the opponent, but doesn't necessarily put them to sleep. Or, multiple uses may be required for the actual sleeping to happen. Depending on the Pok?mon.
